Abstract

This paper examines the stages in the government control of the information flow Ji-om the media during periods of conflict. It posits that the process has changed from one of control by secrecy and narrow disclosure to a fully integrated government and media perception management system, Facts are no manipulated to produce a story but a st01y is formulated and fact chosen to create it. Journalism has now become an arm of government.
