Abstract

The Commonwealth government’s emphasis on the development of ‘stronger families and communities’ raises the question of how community strength should be defined. After examining various meanings of the term ’community’ and various ways in which community strength might be conceptualised, this paper proposes the following definition: ‘Community strength refers to the extent to which resources and processes within a community maintain and enhance both individual and collective wellbeing in ways consistent with the principles of equity, comprehensiveness, participation, self-reliance and social responsibility.’
