Abstract
Environmental impact assessment (ElA), which is arguably the most widely used environmental protection and management instrument in use globally (e.g. Morgan 2012;Yang 2019), has long been framed as a 'tool for promoting suinstainable development' (Morrison-Saunders 2018,7).
