Welfare and recidivism outcomes of in-prison education and training

Abstract
This report represents the final stage of a three-phase study of the project ‘Labour market outcomes of education and training during incarceration’. The two earlier phases were the extraction of WA Department of Corrective Services (WADCS) prison and training data (Phase 1), and the extraction of Centrelink (CL) welfare data and the linkage of these data with the WADCS data (Phase 2). Analysis of the contribution of in-prison study to reduced recidivism and reduced welfare dependence (Phase 3) is reported here.

Research Statement
Most primary studies in this field have used bivariate analyses and non-experimental data to examine the effect of prison study on costly re-imprisonment. The research summarised in this report examined, using econometric techniques applied to a unique longitudinal dataset of adult prisoners and ex-prisoners in WA, the effects of prison study on welfare dependence as well as re-imprisonment. The three objectives of the research were to test for differences in the profiles of studying and non-studying prisoners, to ascertain whether sophisticated econometrics techniques provide robust estimates of the effectiveness of prison study and to assess whether reduced welfare dependence can be included as a suitable post-release outcome of prison study.
