Abstract

This study analyses the Gross National Happiness (GNH) Policy Screening Tool implemented in Bhutan using the Economic Development Policy (EDP) 2016 as a case study. It is based on a set of interviews conducted in Dec 2022/January 2023 which includes various stakeholders involved in the formulation and implementation of the EDP 2016. Using a theoretical framework related to policy formulation, the study will highlight the issues and dynamics (such as, window dressing, filtering, overloading and capabilities) of the policy implementation. The findings of the study will highlight GNH Policy Screening Tool as an innovative policy framing and implementation framework. It is also anticipated that this study will be used as a basis to compare the implementation of well-being policies and budget in Australia (specifically focusing on the Australian Capital Territory) and New Zealand, where both these governments have implemented well-being budgeting policies.
