Abstract

The crisis context During and post a significant crisis that severely impacts society, there are often calls for reflection and analysis about the management of that crisis. However, most crises are not sweeping global pandemics, as was the case with Covid 19, with many countries experiencing significant adverse effects and economic challenges. These adverse effects spilled over to public sector organizations (PSOs) and street level organizations (SLOs) responsible for service delivery to the public.
