Abstract

Issues with human resource development (HRD) have gained attention in Gulf Cooperation Council countries recently, though knowledge in that regard remains limited. This chapter responds to increasing calls to engage in HRD discourse to enrich the evidence on HRD and its role in supporting workforce nationalization in the region. It addresses region-specific considerations centered on economic, political, sociocultural, and historical impacts on HRD advancement. While human resource management has improved in recent years, several contextual issues and challenges remain with implications for workforce nationalization programs. The chapter discusses these contextual issues and challenges and suggests potential ways forward.
